In reply to your letter of the 26th instant, I attach the opinion of Chetham Strode on the point you raise, and I agree with him that it will be safer to assume that the time runs from the date of the establishment of the Central Office. will observe that under our Order in Council a penalty is provided for non-notification. The matter would, however, appear to be

a domestic one as the notice has to be given to the creditor and not to the debtor Clearing Office.

It is arguable that non-notification does not necessarily involve exclusion and that the object of the provision was mainly to frighten creditors into using expedition in lodging their claims.
